Misinformation consists in making a false message and then disseminating it in a way that seems neutral and for a strategic purpose. It is always a question of acting negatively on public opinion to weaken a side. This side can be a country, the supporters of an ideology, a group or a company... (it is hard to imagine a misinformation that would praise those it targets).
