In a significant legislative context, with the recent law on “fake news” and the forthcoming law on audiovisual reform, the aim of this draft opinion is to question the strategies and actions implemented by public and private actors to adapt and develop IML to all audiences. The French Economic, Social, and Environmental Council (CESE) provides recommendations for the development of an IML that accompanies citizens throughout their lives, enabling them to be free and responsible in the face of information and to contribute to an informed democratic debate.
