Shibutani seeks to develop a model for the phenomenon of rumors, through the analysis of its appearances during critical events (disasters, historical turning points). He believes this method to be more revealing of the phenomenon's inner workings than an analysis by questionnaire. He explores the cognitive, sociological, media and political forces behind this phenomenon and its modes of propagation. He places particular emphasis on the role of the media and the State.
